A person who contaminated treats with sedative and gave them to youngsters at a summer camp in the area has admitted sexual offenses against two young males aged nine and 10.
The accused was arrested after eight minors and an older person experienced illness at the facility in the summer month.
The 76-year-old, from that region, pleaded guilty to a total of 17 charges when he appeared at Leicester Crown Court on Friday.
Yet, he disputed one particular crime he was facing, which was involving a nine-year-old boy.
Ruben was remanded in custody prior to a further hearing on late November.
'Treat game'
The legal representative, prosecuting, outlined the defendant's actions to the legal proceedings.
She said his targets were under-privileged children who were attending a youth camp which he managed.
The man engaged in a "candy game" with the youngsters, the legal counsel stated, in which he would access the sleeping quarters when they were getting ready for bed and request they to eat sweets "as fast as possible".
She told the court the man had played this game with the boys "over an extended period", and minors had earlier experienced illness the subsequent day.
She stated Ruben had been able to explain this for many years as the minors being "overexcited from fun", until his family member had worries in recently.
Mrs Prior KC stated further: "Recently" his family member had concerns about what was going on, justifiably.
"They resolved" to investigate in the defendant's belongings."
Mrs Prior KC stated items including lubricant, ointment and injection devices were found, and his stepson contacted the authorities about his suspicions.
She explained Ruben continued to conduct the "candy game" with six boys that time - that Saturday - and they were all sick the subsequent day.
"Law enforcement" had not arrived by that point," she stated further.
The police watchdog, the Independent Office for Police Conduct, previously told that it was examining law enforcement's management of the events.
The prosecutor stated the youngsters were unable to walk properly due to their condition, so the stepson contacted the law enforcement again.
She said the defendant then engaged in the "treat game" in a room of five minors.
